This heater operates as advertised if the thermocouple-secured shutoff valve allows the flame to turn on. It takes a lot of fiddling with the shutoff valve to turn to the two 'on' positions even after the pilot has been lit for 15 min. The pilot alignment appears to be as shown on the instruction manual.
